I thought the prequel films made it clear that anyone could be a jedi because there were tons of jedi, and the jedi order forbade emotional attachments, so there generally weren’t families of related jedi running around. Jedi masters would be on the lookout for force-sensative kids to bring back to the temple to train. The criteria were usually just a) force sensitive and b) toddlers up to about 5 or 6.
