Well. You're trying to discourage negative and potentially dangerous behavior in your cat. In order to achieve that, I'm pretty sure you're going to have to do SOMETHING it won't like or find pleasant. If you're not willing to do that, then you're going to have to try harder to keep wires out of your cat's reach and maybe your dad can wear boots all the time, idk.
