It's kind of like an actor playing a main character in a well known play. Each actor is going to approach the role in a very different way, and each actor will bring something different to the performance, and generally there is quite a bit of wiggle room for them to experiment. That's part of the fun: seeing different people's take on that character. However, the actors can only stretch the role so far before they stop being the character that exists in the play and becomes something completely different; they may give an entertaining performance, but it isn't the performance that that particular play calls for in order for it to still be the same play.
Although in this case I think it's as much the writers' fault as Tennant's. You can only do so much with what the script gives you, after all.
