(It's best if you have a simple website you can link to, btw: even just a free page with a few prices listed). Be professional. Be clear what you'll do and how much it'll cost, price-list-wise. Don't make people beg for details (that's so fucking annoying). Make sure there are no typos or errors in your listing. Be professional and polite. Tell what genres you'll do, as well. (Do you avoid erotica? And if you're willing to handle genres like that, SAY SO. That'll help.)
Mention your degree(s) and any prior experience. Don't mention that you're desperate for work or feeling vulnerable to the job climate where you live. I'd suggest a reduced price to start and build street cred and (hopefully) a group of authors who want to work with you in future. If you need fast, early attention offer to do a certain amount free just to get the ball rolling (but don't take on too much because you want to get paid for your work).
I know the editing market is more crowded than it used to be, but if you've got the chops, I think you can do it. You actually have to be able to edit, and stand to do it, but if you're good at it, even if you don't love it, this could help tide you through for now.
Good luck. I just want to add, please don't be scammy. The last time I posted here about editors finding work on KBoards, a bunch of probable scam artists started posting...don't let me down here and be one of them.
I will also mention that there are a variety of pricing structures in the editing world. I've seen some people pay outrageous prices for editing, and I've seen people offering rock-bottom-unreasonably-low prices. I don't trust either end of that scale, and I suspect I'm not the only one.
