She does everything short of actually saying the words "I'm in love" about him. She's very shy about it, but she hints at it and accidentally says things to almost give it away and then backs away with lots of "oh I shouldn't have said that out loud teehee!" moments. It's much more than just the assumption left to the player that they're best friends of opposite sexes so it's obvious that they're in love even though it's really not (well, it's obvious that she's in love with him. He seems to see her as just a best friend).

I know that not actually saying “I love you” is a running thing in the Tales series. I’m not exactly sure why, but it’s cropped up in every Tales game I’ve played long enough to tell if there WAS a love interest. But if the writers have her declare her love for everyone else, you’d think they could have her spit out that she loves the MC.
