Do people really relate a lot to characters that are very similar to them but otherwise not particularly cool or competent? Especially on a show like this... you'd be a kid watching all these older, superpowered characters kicking ass, and then there's this one who is your age but can't do much and must be protected all the time.

If I'd been younger when Buffy was on, I think I'd definitely wanted to be like the cool older characters.

I think there is often a disconnect between why people enjoy characters and why people (especially the ones making the media) think that other people are enjoying them. When FotR came out, I read a bunch of reviews and head a lot of people say "They expanded Arwen's role so you're girlfriend would have something to be interested in." and boy, did I want to punch people. I really liked movie!Arwen, but holy shit, she was not the reason I went to the theater and I was perfectly capable of identifying with some of the male characters and caring about them. Also, I don't go to movies just because I'm being dragged along by a man, thanks. I want more awesome movies with more awesome female characters, but it's not like I'm going to pass out from boredom if there isn't a woman on screen.

I don't know the behind-the-scenes reason for introducing Dawn, but I can imagine someone saying "This started as a teen show and now the characters are young adults. We need to bring in a teen character to maintain our teen audience, because obviously teens aren't interested in cool characters a few years older than them (and our audience growing up with the show is bad for some reason, I guess.)" It's like when the kids on a sitcom aren't so young and adorable anymore, they introduce a new little kid, but adorable little kids were never the reason anyone was watching the show...
