Donna noble did not deserve that end.
Bill got what she deserved. I'm happy she's still out there exploring.
Elrond did not in any way deserve all the horror he experienced in his life.
Maedhros deserved his ending, which make the whole thing beautifully tragic. He experienced horror, he did horrible things, and he's suffered long enough and is just too tired to live anymore.
Finrod did not deserve to be killed by a werewolf, though he went down in a pretty badass way.
Frodo did not deserve all his suffering and then not being able to stay in the Shire.

But at the same time, I think it works much, much better as an ending for the book, for it to happen the way that it does. Unfair to him, maybe, but totally necessary for the book.
