Many do it just for fun but if you are seriously trying to look like the character, then you should pay as much attention to the skin color of the character as their outfit. If you want to cosplay a character whose skin color is very different than your own and you want to look like the character as much as possible, then you should do apply make up, paint or whatever to your skin to achieve that. If anyone were to cosplay Ursula and want to look like her, skin included, they'd make their skin look indigo. It's not about race, it's about how similar to the character you want to look.
