101. Kishimoto's made a royal mess of his own work. It's a crying shame, really, but the fact is that plenty of fanfic writers are better than Kishimoto at playing with his world. Kishi's a pretty good ideas guy but he seems to strive to waste all the potential he creates.

To be fair, though, it must be incredibly difficult to write a decent story when you don't even know how long it's going to be and how you should pace it. I mean, if a WJ manga such as Naruto gets popular and makes money for the magazine then it can go on and on and on for long long years, with one chapter per week, and the author has to keep expanding it and twisting it and whatnot so he doesn't run out of stuff to draw. This is why many shounen fight mangaka just make up the story as they write (and this is why I like One Piece, it doesn't even pretend to have a story anymore).

Also, the story of a manga doesn't necessarily depend fully on the mangaka him/herself. The mangaka has editor(s) who, in effect, controls the story and may force the author to take it into specific directions, based on what the magazine feels is needed. (I have a friend whose father is the director of a small manga publishing company in Japan. She's told me some horror stories.)

Btw, I'm not really trying to defend Kishimoto, I don't even read Naruto. I'm just, uh, dunno, feel sorry for the guy. Or something.

I've actually recently realised that the fault may not actually be his own; as you mentioned, the editors are quite pushy on storylines. So yeah, whether he's entirely to blame or not, the series has gone to pot.
