The actor playing the doctor is not perfect but he's the most natural. Russian is a beast to pronounce and he hit some stuff that was advanced for someone who wasn't immersed in the language for a long time.

The guy playing his super menacing superior is just plain awful. It's not even just that he can't pronounce the words correctly, he emphasizes and pauses in completely the wrong places, because he clearly only knows what he's saying by rote. It cuts his menace completely.
