It depends on a few things. How long he was with a certain group, and whether "recovering" means "remembering." The actor subscribes to the theory that he really doesn't remember much of his former life.

Where did you read this? The movies seemingly show the opposite and IIRC the actor said that his backpack was full of notebooks about all the stuff he remembers.

Sorry, I was thinking of a certain scene and applying it across the board, which was incorrect of me. It was actually an instance during his brainwashing.

But still, if he was with Russians for a certain amount of time, it wouldn't be weird to use the language.

I think he would generally speak English, but would maybe speak Russion sometimes when he wasn't thinking of it. Or random Russian words would pop into his conversations.

You seem to have a strict definition of recovery. I hate to break it to you, but brains don't recover in such a black-and-white manner. Some things get lost forever, some things you don't want to remember but do, and somethings just don't make sense anymore.

I think a lot of the recovery fics do a damned good job, even if he ends up speaking Russian.

Canonically he was with Hydra/the Russians as the Winter Soldier far longer than he was ever Bucky Barnes, so it doesn't strike me as odd that it's a more familiar language/culture during recovery to me.
