I think the reason why the show does this is to make the most out of Lily Tomlin's comedic abilities. Frankie's quirks and eccentricities are what makes the character funny. It's better (for the comedy) if she doesn't grow and if she continues to antagonize Grace and her family whether it's intentionally or unintentionally. But I can see how that would get old fast.

Same, I liked her at first, but I just feel increasingly irritated by her refusal to adapt to other's needs around her. It feels like the show gives her a pass on her misbehavior, while Grace's flaws are much more deeply scrutinized. :/
