Because Hilter enslaved and slowly tortured people for years. Had family members killed in front of family and a lot of women were raped by the Nazi in that period, having to serve in the nude and some have to cut themselves to put blood on their cheeks to make them look rosy and healthy to avoid getting sent to the gas chambers. Light just have them a heart attack which is a blessing. Plus Hitler killed people just because who they were. Light killed people who chose their lifestyle that way and/or already condemned from society. And in before he killed non-criminals, they wouldn't have died if they didn't try to catch him.

They wouldn't have had to catch him if he weren't doing anything wrong in the first place - but he was so they did. If his ideals were so noble he wouldn't have gone after L and instead merely continued evading him.
