He definitely acted on emotion, if that's what you mean. He blindly attacked a couple of guys after being shown a certain truth. Despite knowing what he knew about the Winter Soldier, he let his grief and rage override any kind of rational thought, and the end result was pretty awful.
On the other hand, his actions didn't indirectly damn half the world, so... I guess it evens out.

Plus, Quill's anger seemed contained to just that moment, Tony hunted down Bucky and his team over a couple days and thousands of miles.
(Plus, and this is just my own theory of what will happen When Thanos Returns, Quill dragging out that confession from Thanos might just be the lynchpin to Thanos's grief and regret at what he's done, causing him to backtrack on certain decisions...)

I don't know how things happened in the comics, and I only got to watch CW once or twice (and haven't in a long time), but IIRC, Tony wasn't hunting down Bucky for personal reasons, at first. Yes, he pursued Bucky because he was believed to be a criminal, and then later to call a truce (since he found out everything had been a set up). It was only at the last minute when he saw the footage of Bucky killing Howard and Maria that he lashed out, that it became personal.
