Yes, I think so too. I'd go so far as to say that we're supposed to infer that.

That said, I quite like the bits of not totally explained backstory. It makes the universe feel more lived (that said, I think Tolkien was right in the introduction to LotR when he said that there are two types of readers, those for whom a bit of vagueness adds to the romance and charm, and those who want to dive into all the details. He was the latter type).
