Well... I don't know if it truly is so much harder to write, but it's certainly hard and peoples' perception might be that it's harder to write. It's like comedy. Both can be so subjective that it's difficult to gauge what's effective to the audience, and your own perspective isn't reliable because the thing you've been working on for ages is probably not going to be scary OR funny to you anymore.
