I don't think it has to do with horror being hard to write so much as horror not being as interesting to fandom. People mostly wanna see their favs in romantic/sexual situations with fluff or angst. Horror is more of a gen thing, and gen is rare enough already. At best you'll get horror along the lines of someone torturing one of the shipped characters so the other character can protect and comfort them, but I don't know if that really counts as horror as the focus is still on the hurt/comfort.
