Sure, but there's degrees of realism even within the genre of fantasy. Just because there's a squid faced pirate with a cursed ship in this universe doesn't mean that people can't have any expectations of decent character development.

But it probably does mean that the standard of what constitutes "reasonable character development" is going to look somewhat different than it might for a different work

Eh, maybe, maybe not. When a universe is so fantastical, having characters that are still still recognizably human helps make the media more relatable. There's a good reason why Star Trek the Next Generation was about this crazy sophisticated spaceship technology, but the problems people had were still similar to the real world.

DA - I thought both Will and Elizabeth were still "recognizably" human even though both of their stories went full ahead with the wish fulfillment pirate fantasy (which is what these movies were made to be)

I think you need some recognizable humanity, yeah, but the standards are a lot looser compared to more realistic stuff. And those standards shouldn't apply differently to different characters so much.
