I think Tzeentch is more transformation along the lines of 'what horrifying mishmash of species can we functionally throw together today!' and 'how many eyes can we put on a body and still keep it broadly humanoid?' and 'how well would an ex-human cope with suddenly being a sentient colour?' Mere messing around with gender is a little tame for it. Slaanesh, on the other hand, is all about figuring out yourself, your deepest desires, and the perfect aesthetic representation of same. It's interested in bodies for bodies sake, not just as constant vehicles of change.
