I mean, sure, if you ignore all the times Jimin hugged Hoseok and obviously enjoyed being around him it'd look like harassment. Otherwise, it looks like two close friends with a lot of teasing, which a lot of people enjoy.

Jesus this screenshot looks very very old. Like, look how babyish they both look!

That said, I can't ship Jimin/Hobi because Yoonmin for fucking ever, but agree with other anon that it just looks like friendly teasing (having no context for this particular screencap because it doesn't look like any video I remember seeing).

But I can also see why people would ship the two really pretty dancers of the group.

J-Hope spends a lot of time harassing Jimin, but Jimin is also very affectionate towards J-Hope and has said on multiple occasions that he likes the attention. There's also the fact that they've consistently been roommates and even in the current dorm, they opted to continue rooming together when everyone else went for single bedrooms. So yeah, there's a lot of teasing, but they also come off as being very attached to each other. Which is where the shipping comes in. (This is one of my ships for BTS. Less in the tinhat way and more in the "Oh, I could see that as a thing" way.)

They're roommates and Jimin has made comments about how he likes rooming with Hobi because he's really strict about cleaning and everything. This along with Hobi's picking on him like you said makes me think they have a real sadist/masochist dynamic and that's why I can see it. They're not my main ship though. I don't think it's anything qualifying as "harassment" on a serious level and Jimin loves attention lol
