You can only trade gifts to people near you as far as I know. As a rural player, is sucks.

You can send gifts to people further away from you! I added a couple Twitter mutuals who live on a different continent than me and I've sent gifts to them and received from as well.

No no, not true. I am friends with people across the country and have been exchanging gifts with them daily.

The only advantage to having them local is that you get a bonus if you fight a raid battle with them. Trades and present exchanges are completely possible at any distance though!

I think you can only trade with nearby people. Gifts are fine.
