I've never heard that about red. White is a no-no, black used to be off limits but it depends on the wedding, level of formality, etc. Obviously you avoid anything that looks too much like mourning. Red is... kind of a gray area. I think most people avoid it because it's a very bright, attention-drawing color and you're not supposed to draw attention to yourself on someone else's wedding day.

I've heard it's perfectly OK to wear a party-type black dress to a wedding, just not a funeral-type black dress.

Sure, if it's in the evening (think cocktail dresses or something more formal), and it also depends on the location. It'd probably be fine in NYC, but maybe less so in rural Indiana.

Yeah, this is my main issue with it. That outfit is very clearly meant to draw attention and that's just rude when you're attending someone else's wedding. The bride is supposed to be the star of the show.
