I used to work in the wedding industry, and yes, there ARE in fact agreed-upon standards of what is appropriate for a wedding UNLESS the bride and groom specifically indicate otherwise. It can vary according to the level of formality, but what she's wearing would not be considered appropriate for any sort of wedding, no matter how informal.

DA- this whole post is exhausting and mind-blowing! I can't believe how many people are being obnoxiously obtuse and/or really believe that there aren't different clothing expectations for different styles of weddings and it's rude to fail to meet those expectations! Nice to see the occasional voice of intelligence and experience...
