Jack has already acknowledged his ambivalence about Phryne's non-monogamous nature. He's not going to ask her to change: not just because he doesn't think she can, but I think also because he doesn't feel that it's right of him to ask. (I suspect he also has some sneaking admiration for "the modern woman.") And while he understandably doesn't want to be a "one of many," by not consummating their attraction and keeping the fencing match on low simmer (mixed metaphors FTW!) he gets to be "one of the few."

I know there's a Season 4 incoming and (possibly) one or more movies, but I really, really hope they don't get married (or even sleep together).

No season 4. Film for the movie (hopefully one of three) begins in October. I trust the producers to develop the relationship in a reasonable way--I don't think getting them together would ruin the banter (a lot of the show takes inspiration from things like The Thin Man, rather than the more modern habit of stretching the characters until they are no longer recognisable by the time they hook up), but I also think Every Cloud enjoys the URST way too much to settle on an easy answer.
