I haven't watched since I was a kid, but the only times I remember her being unjustifiably angry or mean was to caterpie, but that was just mostly from being scared of bug-type pokemon. From what I remember, wasn't Misty the foil to Ash's idealistic schemes or dumb ideas? Like they were both kids and prone to getting wrapped up in stuff, but just with different attitudes in what to get wrapped up in.

Yeah, this was my memory of it, as well? She was mean to Caterpie because she's afraid of bugs and wasn't sensitive to its feelings for that reason. But she's mean to Ash because Ash deserves it, lol. Otherwise, she's only snappy toward people being condescending, rude, or hitting on her.
