Since the problem as I see it is not drug users committing crimes, but drug users suffering from addictions that destroy their lives and harm people around them, I would accept legalizing everything if it went hand-in-hand with a massive effort to prevent and treat addition, as well as tackling some of the economic and societal problems that cause people to turn to dangerous, addictive drugs.

Although, I think legalizing drugs in general would be less productive than legalizing use and small-time possession and sale, since its the end users who suffer.

Except pot. Pot can be totally legal-and-regulated and sold by legit businesses and so on like alcohol.
