I don't watch Luke Cage so I'm not aware of all the details, but I agree with the general sentiment of this secret.

If we are looking only at Claire and Luke, you're right.

But looking at everything else, you're wrong.

Claire was out of options. It wasn't simply the question of her relationship with Luke -- because of his powers, a lot of lives are at stake, perhaps indeed all of Harlem. We see the shockwaves that even one borough's decline sends throughout New York City. I think Claire was seeing the big picture here, and did something to pull Luke back from the brink to save everybody.
