My personal ranking of Doctors, from goofiest outfit to least goofy:

Thirteen
Two
Four
Five
Seven
Ten
Eight
Eleven
Twelve
One
Nine

Some of these are really close and kind of depend on context or the specific version of their outfit. For example, I think Ten's coat places him higher than the suit alone, and the striped suit places him higher than the blue suit. Eight's outfit isn't weird in and of itself, just really costume-y and historical-looking, which makes it weird in modern contexts. Four really only ranks that high because of the scarf (and I think the all-red scarf was just as goofy as the multi-colored one). Eleven, and to an extent Ten, can be dismissed as hipster fashion, and One gets away with whatever because he's a crotchety old guy. I think Five and Seven suffer from being earlier Doctors and thus it's harder for me to judge their outfits in the context of the time period, even though I remember the 80s. Celery in the lapel is weird in any decade, though. Nine is the only one who just looks like some dude.
