So have the Joker and Two-Face.

But you can't really have a Batman franchise without those characters (one is the Batman's most famed rival, the other is the classic tragic hero). However, you can have one without Poison Ivy, who was a b-grade villain for years until B:TAS breathed new life into her. If any female character will be introduced into the Nolanverse, it'll be Catwoman before it'll be Poison Ivy.
