How do you make those image/text panel things on Tumblr?

Obviously screenshotting a video and putting text on it not difficult but it usually seems to be a bit better quality than that. Is there some specific program people use?

They're like...pictures of a scene, usually four of them attached to each other, with captions of what the people are saying in text at the bottom. Maybe it really is just as simple as screenshots with text on them but I was thinking maybe there was a certain program or something that people used to make them.

Like a comic? I'd look at some online comic makers. But I expect many use photoshop.
