there are far more TV shows where it's the earlier seasons that are the good ones

Exactly. I can think of only a single show that started out poorly and improved later on (Babylon 5). It's always the other way around.

the only TV show I can think of off the top of my head that started out not very well and got much better later is Star Trek Next Gen.

Mines are The Office, Parks & Recs, Agents of Shield, Fear the Walking Dead. Some of these ended up being even worse that they were at the begenning, but in the middle they had some seasons I thought were pretty good.
