Not necessarily. Some TV shows are very episodic and don't rely heavily upon a season long plot arc. This was and is still done on purpose - it's because they're not always written and filmed in the same chronological order as they're aired. Another reason is for syndication, where episodes might be broadcast out of order. The fact that you don't have to watch every single episode in order to understand what's going on is, under many circumstances, not a bug but a feature. It's very common.
