I thought the movie did a good job of establishing that Rose was attracted and attached to Finn (beginning with some hero worship) and so it's not strange that she would kiss him in that moment. The movie says nothing about how Finn feels about any of this - he mostly just looks a little surprised at the kiss and then Rose is unconscious and there are other things to worry about, so we'll have to wait to find out if that goes anywhere). I didn't see it as a romance plot so much as a minor story thread about Rose and her feelings, and I thought that was a nice character detail.
