I mean, there are several characters in the MCU, including Steve, who have a pretty high rap-sheet when it comes to this. And a fair few of them were 100% in their own right mind while doing so.

Otherwise we gotta hold Bruce and Natasha accountable for all the people that have died by their hands as well.
