It sounded like the author was okay with it, though:

I've read the book and I'm not sure what character she's talking about. Like the secret says, there are POC characters and like... one rich one who might conceivably be wearing a gown like that? But the main character is the same character as the previous books and she's white. I find it a little misleading, because I look at a cover like that and assume the main character will be a POC.
