Yessss it is, I just rewatched it and wrote my blog review for it. Forgot how absolutely nuts it is. That one's really tough to review because there's just so much in it. The yuri is great, too, and I somehow forgot there was bonus pseudo-BL as well. Can't believe 39-episodes got greenlit for what is basically a mature surreal and psychedelic mock-Sailor Moon.
