It just makes sense. People can fake or steal IP addresses.

Considering VPNs and Network Address Translation, I'm surprised people still thought it was a viable way to track someone. There's a limited amount of ipV4 addresses available for public (as in, reachable from the internet without translating an address), and the world at large hasn't switched to IPv6 yet where there would be more than enough.
