She could still come back - I think she guest-starred in one episode since they broke up! (Also, I think it's cute that Emily has at least one dedicated fan. She deserved better than Raj.)

I think because the show is ending, they might want bring some guest stars back, so I wouldn't be terribly surprised if she pops up.
