You can "reset" the computer. https://support.microsoft.com/en-us/help/17085/windows-8-restore-refresh-reset-pc

Resetting it will restore it to factory settings but delete your files, apps, etc. Now, technically, it could be possible for someone extremely intelligent and dedicated to recover your lost data. I recall there are third-party programs you can download that are supposed to totally and permanently destroy your data. I don't think you'd need to worry about that though, unless you have a ton of sensitive financial information.
