I can't speak for all instances. But a lot of time it is for peace of mind. If it was that woman's fault what happened to her, then that same thing won't happen to me. That kind of thing.

Or even "Whatever's been similarly done to me is my fault." People will hold onto some very damaging perceptions for a messed up sense of control.
