If I'm rememberig correctly, Fred didn't go to hell, she was consumed by Illyria (and it seemed to me that there was some evidence that Illyria has absorbed Fred's memories and such as well).

Now, if you say that Fred didn't deserve such a fate, then I can agree with you there for sure.

I think that's what OP is getting at. I think they felt that if Fred had to die, then at least her soul should be at peace. But since she was apparently consumed by Illyria then her soul has ceased to exist so she isn't at peace, but rather is just gone. Which is depressing in a universe where a happy afterlife canonically exists so she theoretically could have gone to heaven.
