Pretty sure the original series said she was a viper Voldemort found in Albania, but I suppose you could twist that around to mean that she was ALSO a human woman that he decided to enslave if you want to. It's kind of stupid, but not any dumber than saying that Dobby was secretly in league with Grindelwald or that Buckbeak was transfigured from a piece of toast.

That's just speculation, we don't know how Voldemort found Nagini.

And Voldemort treated Nagini better than everyone else, she wasn't his slave. Dumbledore said he cared about her as much as he cared about anything.
