Um, false.

She made her own dress in order to attend the ball. She worked hard on it. It was torn to shreds by her jealous stepsisters, but she was proactive in trying to make her dreams come true. It's because she put in the work and the effort and was STILL abused that she received help from the fairy godmother in order to achieve her dream.

I'd hardly call that "just waiting."

There's nothing wrong with the message that you can't do everything all on your own without help from friends or benefactors, especially in situations where nefarious people or forces are actively preventing you from reaching your goal alone.
