At the curb could mean by the sidewalk though, and if I'm walking on the sidewalk through your cloud of smoke...

Like, my work (hospital) has a no smoking on the grounds policy, so people stand at the edge of the lawn/on the curb etc, which means I still have to get past them to get into work. :(

It's less about punishing people for smoking (you do you and all that), than thinking of my own health that no one else has the right to endanger.

Smoke at home? Don't smoke on public streets?

I don't think that banning all public smoking is a reasonable accommodation to make to avoid walking past smokers on the sidewalk occasionally, sorry.

Is multiple times a day occasionally to you? Although I guess YMMV depending on where you live. My BFF is from California and when she came to visit me she was actively shocked by the amount of people just... standing on streets smoking.

Yeah, I do think it's a cultural thing to some extent based on how much people smoke, and I do think, if you can do cultural things to limit the number of people who smoke, that's good.

But I just don't think that smoking should be banned, whether by law or in practice by not giving people anywhere to smoke.

Why not? Why should anyone else have to put up with YOUR smoke?

And winds being contrary, people smoking right outside the place always send the smoke inside the doors and foul up the whole hallway anyway.

It's a shame that there is only one entrance into your hospital, but if the smokers standing on the edge of the property are blowing their smoke onto hospital grounds, then you can ask security to tell them to move along. Seriously, they do it a lot. Almost as much as they have to tell truck drivers to stop idling next to the air intake for the building.
