Saying "smoke in your own home where you aren't impacting other people's quality of life for the sake of your habit" isn't punishing people for smoking. There's a lot of shit that's not appropriate to do in public.

This. You can manspread all you want on your own couch, for instance, but it's rude as shit to do it on the bus or train or a movie theater seat. It's about having basic courtesy for the other people around you.
