I figured you meant any general public shot and not upskirt shot, but tbh I'm not really comfortable with the idea of randomly taking other people's pictures without permission unless there's a good reason (documenting harassment/harmful behavior directed at others, for example).

Creep shot, though? Can depend on the intent of the photographer. A pedo going around taking shots of kids? I'd say it's creepy. Someone at a con going OMG THAT COSTUME ROX, not so much. If you're in the background of someone's pic, I'm not sure that really counts?
