When I think "creep shot" I think of either things like upskirt shots or stuff that's otherwise intended to be blatantly sexual and creepy. (Like yoga pant ass shots, or camel toe shots, or nip slip shots, or stuff that feeds into a specific fetish.)

I don't consider any old random photo to be a creep shot just bc it was taken without permission.

This is basically my understanding, with the caveat that random photos posted to the internet with the intent of sharing fap material or mockery targets, or taking pictures of people without permission because the violation of knowing the targets would object and doing it anyway (we caught a dude doing this at my work once) is what gets them off, is also a creep thing.
