It's a comedy show. They make fun of *everybody*. They make fun of Homer's stupidity and impulse control, they make fun of Lisa's obessive do-gooding and investment in being The Smart One, they make fun of the church, they make fun of the school system, of the entertainment industry, of housewives, of health and safety officials, of...

It would be weird if they *didn't* make fun of him in some way.

It's fine to make fun of him

It's bad to make fun of him for being Indian, and it's especially bad to make fun of him on the basis of lazy American stereotypes about being Indian that aren't really grounded in experience or reality

+1 Weird how few people get this. I think peoples' fondness and nostalgia for the show tends to make them a little...hmmm, not sure how to describe this. More prone to come up with lots of justifications for why using Apu's accent and culture as a joke isn't really racist.
