I didn't realize Berman was actually involved with DS9 on any real basis

The series was created by Berman and Pillar. Berman remained executive producer for all 7 seasons.

I always figured it was just a credit he got for being in charge of all of Star Trek at the time

and also, I always heard that the reason that DS9 was better than Voyager was because Voyager was the show that Berman spent all of his time on and paid attention to

And then Ira Steven Behr came in as the DS9 showrunner.
