basically, they're a faction within sf&f that thinks that "traditional" science fiction and fantasy has been supplanted by a treacherous cabal of man-hating SJWs. They organized voting blocs in the Hugos to get works that they liked (or wrote themselves) nominated and awarded. They fall into two main subgroups, the Sad Puppies (who are sort of moderately right-wing) and the Rabid Puppies (who are actual fascists).
